What the 2026 war changed
The war began on 28 February 2026. Fujairah was hit directly.
- On 4 March some bunker suppliers declared force majeure.
- In mid-March, drone attacks hit oil facilities, and an LPG carrier was struck while at anchor 23 nautical miles east of Fujairah (UKMTO). The Oil Industry Zone was attacked again on 4 May.
- Monthly bunker sales hit record lows from March to June, bottoming at 86,769 m³ in June. September recovered to 236,735 m³, still 63% down on a year earlier. January to September 2026 totalled 2.35 million m³, down 58%.
For chandlers this means fewer calls, and calls that are harder to plan. Check the latest port and security notices with the ship's agent before every delivery.
The anchorage zones
The port reorganised the anchorage in February 2024 (Notice to Mariners No. 346). The zones that matter for supplies:
| Zone | Use |
|---|---|
| BN and BS | Ships needing bunkers, lube oil, de-sloping and other marine services |
| C | Ships needing marine services other than bunkers, lube oil or de-sloping, such as stores, spares or crew change |
| A | Ships awaiting orders, or as directed by the Harbour Master |
| W | Inbound ships waiting for a berth |
| VN and VS | Ships over 300 m needing bunkers, lube oil, de-sloping or other marine services |
| D, G, S, T | D: explosives, gas carriers and hazardous chemical tankers needing services. G and S: gas and oil ship-to-ship transfers. T: tankers for the SPM terminals, which may also take services |
Ships may anchor only in the designated areas, and need permission from Port Control first. Double banking is not allowed, and service boats may not meet ships that are under way.
How stores reach a ship at Fujairah
Supplies are loaded at the Service Harbour, which the port describes as a one-stop base for supply operations, with covered storage and labour to move cargo onto the boats. From there, more than 107 utility boats owned by shipping agencies and diving companies run out to the anchorage.
The port rules that matter for a delivery (Notice to Mariners No. 148):
- A Fujairah agent is compulsory. Every ship calling the port or the anchorage must have a local agent based in Fujairah.
- Licensed boats only. Utility boats need port approval and a Marine Charge Exemption licence, and their operator needs a Fujairah Municipality trading licence. Chandlers are not on the port's list of utility boat owners (agents, water, bunker, de-sloping, diving and lube oil companies), so a chandler normally delivers through the agent's boat or another licensed one.
- No stores at the oil terminal. Ships at the Fujairah Oil Tanker Terminal berths may not take stores or spares, by boat or from shore. Plan the delivery for the anchorage.
- Nothing beyond 12 nautical miles. Fujairah boats may only serve ships inside Fujairah territorial waters. Serving ships beyond 12 nm is prohibited, and so is transferring people to ships off Khor Fakkan and Kalba.
- No medicines from chandlers. Chandlers may not supply medicines of any kind. Only suppliers approved by the Ministry of Health and registered with the port may.
- Time limits at higher security levels. At security level 2 or 3, a ship may stay at most 12 hours for services such as bunkers, water, crew change and stores.
Crew changes go through Port of Fujairah immigration. Moving crew directly between ships at the anchorage is not allowed.
VAT on ship supplies in the UAE
Under the UAE VAT Executive Regulation (Article 35), goods supplied in running, repairing or maintaining a commercial ship can be zero-rated if they are fitted to the ship or used up in that work, and so can directly related services. Fuel and other oil and gas products are excluded. Since 15 November 2024 (Cabinet Decision No. 100 of 2024) the ship's main purpose must be carrying goods or passengers. Whether crew provisions fall under this rule is less clear, so agree the VAT treatment of each order with your tax adviser.
How to find a ship chandler for Fujairah
- Your agent. Every ship needs a Fujairah agent anyway, and the agent's boat is often the one that takes the stores out.
- UAE National Ship Suppliers Association, the UAE member of ISSA. In October 2026 the ISSA register showed 32 UAE member listings (some are branches of the same company), one of them in Fujairah.
- Marketplaces such as ShipServ, where UAE suppliers list their catalogues.
For ship chandlers serving Fujairah
A Fujairah delivery is usually short notice, tied to a bunker slot, and goes out on someone else's boat. The order has to be packed, documented and at the Service Harbour on time, with no medicines in it and nothing heading for a terminal berth.
Chandler keeps the whole order in one place: the requisition read by AI, supplier prices by link, the approved quote, supplier POs, goods received, packing into labelled boxes, dispatch with handover photos, returns and the final invoice, in AED, USD or any other currency. See pricing, or book a demo below with one of your own inquiries.
